How to fix:

Give full access permission to the mailbox database on the Exchange 2003 server to the Exchange Servers group:

Using exchange system manager, right click Storage Group\Mailbox Store and go to Security, you should see Exchange Servers group already there, if no add it ,and then give it full permission.
